Please (in detail) describe the incident: Just to add a little context before I go into talking about the clip. ID 854 and others were seen circling the Azteca block and as the situation escalated (which I won't comment on as I wasn't there so I am unsure what had happened) they were shot by another Azteca. We got the call over radio from the Azteca that shot them explaining what had happened and that he wasn't sure if there were more. Myself and others flew to the Azteca block in a heli and picked up ID 854 as we were unable at the time to locate the others that were shot.

The clip starts from when we arrive at the dodgy doctor. I defib ID 854 and he was instantly instructed by Jack to "put his hands up and drop the gun". Within 2 seconds he instantly pulled out a gun and began shooting. I feel as though this was maybe due to the fact that he had refused treatment from the defib and maybe wasn't happy that he had survived. With 3 guns pointed at him, showing he was at a clear disadvantage, and the fact he just been revived by the dodgy doctor so wouldn't/shouldn't be feeling 100%, I would call this NVL.

I was unable to get the name of this individual as they were asked to liaison a couple of times and we were ignored.

Yes Ravi appreciate the effort and thanks for making the report, I never heard the demands must have been voip dsync, so I decided to take my chances. Looking back on it, I can see how it looks really bad and does ruin your roleplay experience.

Thank you for making the report, I have reviewed all of the evidence provided and have come to the following conclusion.

@BoofyM, you were down after being injured and should have been acting your injuries out regardless which is not what happened during this.
Regardless of if you had VOIP desync or not, it was very clear you're outnumbered with multiple guns being aimed towards you.
Not to mention that you had literally not even got back onto your own two feet before pulling that gun out of your pocket and attempting to win the situation.

This is a clear breach of NVL as reported, and is not the kind of roleplay we are expecting here on RPUK.
Due to this, I will be going ahead with the following tonight.
