Good afternoon @Hector Martin, thank you for making this report!

I think it is clear by the footage provided that this is a breach of G1.3, they've all come up to you in hope of a reaction that they wanted.
Comments such as: "Do you want to buy any drugs", "Do you want to chase us?". Followed by one of them getting off of their bike just to kick the side of your car do indeed fall under G1.3.

On a separate note, a comment made from you during this to the other cop car as the bikes ride away: "Yeah they're baiting, I'll just take this to the government."
This does fall under you breaking character and I'm sure you know this, you received a warning for this exact thing 1 month and 2 days ago from now following a separate player report.
Due to all of the above, I will be actioning this report with the following today:
