Please (in detail) describe the incident: We had a taxi driver at gunpoint and repeatedly asked him to pull over while we had him at gunpoint and shot his tires so he clearly knew we had a gun once his tires were shot if he didn't see it before. We gave him plenty of time to follow our commands to step out of the vehicle and he just pretended to not know how to when he clearly knows how to get in a car you know how to get out.

Lets get into this report then shall we,

After reviewing the provided video, I will firstly go over that the driver of the taxi ID 728 is within the right to drive away from you as you where trying to rob him even though you had gun in your possession he was in at different vehicle to you and I will give him credit for trying to evade you, in my opinion if NVL would apply in this situation I think everyone who gets shot should also get a punishment for NVL.

Lastly, with him not getting out of the car it is a common mistake that people do including myself he simply was mistaken as he thought the car was locked when really he had his seatbelt on.

So with that being said,

Yes he should of gotten out of the car and complied with any demands and he's to be a little more careful next time, so I am happy to action this report.
