Please (in detail) describe the incident: I am on patrol with Barry Hunter. We saw someone go into the cutting station at the docks. One PIC was in cuffs. 3 People were lurking around the area. I called for additional units none came. I rushed off in a panic and crashed into a fence. I managed to sneakly press my panic as I was down which they did not see.

They said : If you press your panic you die. They didn't see this and the RP continued. Its obvious they didn't as they asked me afterwards to not press my panic or I will die. 

I went along with there demands and was shot in the middle of dropping stuff. They are forcing their self to win this situation no matter what. 
I believe this is powergaming, rdm and failrp.

I could not have done anything better on my behalf in this situation. I believe the people around 687 wanted to Roleplay. 687 Just wanted to shoot and not roleplay in my eyes...

Go to discord and receive the same backstory of them saying they are a gang and own the area. I felt they are using they are a gang and own the area an excuse to just KOS kill on sight. When he told me he is a gang leader on discord if thats the sort of RP you want to give someone when your a gang leader then oook..

They could have done lots of good RP there considering its 3 against 1. I would of took it on the chin if they killed me once finished robbing me but shot me in the middle which cancelled all RP and i did not cause anything for them to shoot me. This made the whole situation very very boring.

I feel the two other people around the guy that shot me was confused as well.

Hi Kip. I play Azz in the city.
We did try to talk in discord about this situation however you made a swift exit after you was not listening to my point of view.

To start off. I would like to state that I am a honest guy and own up to any mistakes I make while roleplaying, however I really believe in this situation I have not broken the rules of what you are accusing me of.

My POV of this roleplay:
Me and my gang members was made aware of police at the cutting bench down at the docks, we headed towards as we claim our turf just to be over the road as well we use that cutting room as one of our own and tax people who use it, this helps our gang with coke deals as when we sell coke to people we offer them free tax while using that room which results in buyers coming to us more frequently so that they can use that room. anyways we saw you and one more officer arresting someone inside we proceeded to circle the area checking the boat for more police and checking the surrounding area for more police which there was none. you said in front of us that you required more units as we turned up. we then waiting and no other units turned up. As we waiting for you and your other officer to come outside we realized that it could just be you two dealing with this person your arresting. once you came outside we approached to see what your next move was. Your next move was to radio in whilst walking past us saying about us being in the area then when one of the members said (there is 7 on the roof as well) you turned around and walked towards us while saying (apparently there is 7 on the roof as well) this sarcastic behavior upset Azz and made him fell as if you was trying to disrespect his gang by provoking the gang.

Lead up to getting robbed and shooting kip:
After the officer sailing the boat left we kept an eye on you specifically because of your behavior towards the gang members, once you got on your bike and left we decided to follow you with the intention of showing you a lesson for disrespecting the gang like that, your character raced off and crashed into a fence to which Azz and other gang members held you up and demanded you to put your hands up. Now I am not going to go down the route as I enjoyed the RP and feel this is unnecessary to make a deal about however I would just like to point out when we held a gun to you and told you to put your hands up your initial reaction was getting back on the bike which if carried on could of been seen as NVL however this is not the case as you stepped off. continuing, Azz's gang members demanding you to drop your items you had on you while in the mean time Azz was shouting at you for being a (Loud Mouth).

Reason I think this is not RDM/Power Gaming:
Before Azz (Myself) shot you I said (everyone is going to know of your little mistake you made you little d*ckhead) then I proceeded to shot you in the head now the rule Random Death Match states (Attacking another player without engaging in any form of quality roleplay is considered RDM. (eg. Giving enough time for them to comply with your order. “Put your hands up or I will shoot” and countdowns are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering violence.) Now I believe that there was roleplay engaged with a storyline of why we did what we did however. I agree that the RP could of been given more time and there was a lot more we could of done such as take you somewhere and talk to you before bring your life to an end. but in the situation we was in Azz was fired up from you insulting his gang and wanted to kill you. like I said above I stated that (everyone is going to know of your little mistake you made) and this to Azz was a cheeky comment to make before he shot you for being a loud mouth in his eyes.

To reply to your message that you said (I feel the two other people around the guy that shot me was confused as well.) Azz's gang members was told by Azz while we was waiting for you to leave that we was going to hands that officer therefore, Azz's members did not know the outcome that Azz did which was more of a poor gang leaders decision then anything else. When the gang members held you up there instincts was to get you to start dropping your items however Azz did not care about that and rather cared about your character.

Like I said at the start we did try and speak over discord but you left while I was trying to explain, now I was quite confused why you left when I had not got on to the part of why we did what we did all I was explaining before you left was the RP behind why we was there and why we was hanging around. it would of been better if we could have a full discussion and talk about both sides and come up with a resolution and if you still felt like it was not dealt with then this would be last resort but oh well. You did state about me waffling on and I can only Apoligise for that as I struggle to get my words out sometimes and can struggle to explain the situation if I am not given time to talk fully. so I can only say sorry if you thought that I was trying to waffle on.

I feel every time I go to discord with someone from this server its the same old 'I am part of this gang, We own this area so I can shoot you whenever I want' I did everything you wanted me to in the Roleplay. You shot me with little to no RP and forcing the situation to you dumping me with 0 words coming out your mouth as well which I didn't actually add to the video. I didn't feel you created an interesting scenario and you forced the situation. 

I would of happily stayed in the call if you acknowledged why I wanted you to come to discord but I felt I get the same conversation with everyone talking about a backstory which Kip In-game doesn't even know about and still doesn't IC cause you show little to no RP IC. You had the chance to explain to me in the clips you've showed and I would of understood but you just wanted to kill me randomly whilst your boy was asking for my stuff.

(G7.3) Executions - Executing another player must be realistic and be carried out with high quality roleplay. Example: To cut someone's throat you must have a bladed weapon

Maybe not RDM maybe G7.3? but you shooting was pretty random considered i complied.

(G1.5) Powergaming - Forcing a scenario where no matter the roleplay of the other party you will win. Example: Roleplaying superpowers, roleplaying fatal injuries when they were only minor to avoid roleplaying with the emergency services, sealing buildings with cars to prevent entrance of other players, using knowledge of the rules within roleplay..

I complied with everything was dropping my stuff and you still shot me so you win no matter what?

The execution was in a dock area where there is little to no major activity going on at night time which it was night time, we was in a small and hidden by building area, I spoke to you saying (everyone is going to know your little mistake you made) I do not believe this is RANDOM as there was reason behind it as said in RP however I agree like said in my last post that the execution and rp could have been extended however playing Azz's behavior he decided to shot you there and then.

The bit about powergaming I also feel is not true due to the fact when you raced off you crashed on your own accord resulting in us easily being able to get to you and hold you up, you had previously used the radio for more units which still no officers came which means we still would of been able to take you without officers getting to us, so either way Azz killing you had no effect to the chances of the RP, your officers didn't come to the rescue even when your officer which was on the boat said to other units that it could of been the group that was there. so I struggle to see how we was forcing the situation even after we came back a few minutes later to collect your body and still no officers turned up?

I feel as if I have answered in depth to your questions and do not want to clog this report so I will now await staffs reply to this to see what there view on this is.

You say that the officer on the boat was watching the whole situation but in your video the officer on the boat says over radio "That he does not have any sight of you or the gang" so please could you explain how this officer then came to seeing you.

I then witness the officer being placed into the car and could only assume he was going to be ocean dumped considering the location. I've attached my POV below:

Evening - Apologies for the delay in response. Lets address this report. I'll go through each reported rule break, rather than explaining what the video shows is clearly happening.

Powergaming - Now, for this rule i'd like to provide some examples. Examples of powergaming include, but are not limited to: Roleplaying superpowers, Roleplaying fatal injuries when only a minor injury occurred, using knowledge of the rules within roleplay. This incident does not fall into powergaming. They haven't forced a scenario where no matter the RP, they will win. You managed to panic when you noticed something right, there was potential there for officers to save you as they knew you panicked and where from, there was a small chance you could have "Won" had they responded.

RDM - Quite a simple answer to this, it's not RDM. There had been a decent bit of RP leading up to the incident. You are on a gang turf where a suspect is being arrested, you are questioning 3 suspicious people in the area. They seen you were left alone after the MPO unit had left and planned to follow you, which they did. You ended up crashing in a isolated, quiet area which they took advantage of, by holding you up. There is no compliance rule, after holding you up, provided good RP has been met throughout, they can execute you if they wish, regardless if you complied or not.

You mentioned KOS on turfs. This wasn't an instance of KOS. They provided RP, and later shot you.

FailRP? - The reported players remained in character and roleplay the entire time, I'm not sure why this was brought into question.
