Please (in detail) describe the incident: At around 16:50 hours an officer activated their panic button inside Pillbox hospital. When I arrived at the location with Roger Henderson an individual in a black jacket and white hoody was seen with a machete. I challenged him with my firearm aimed to which he ran away. I continued to issue verbal challenges however he continued to run going the elevator where he stood still for a few second still at gun point before being tased and while tased took the elevator down. When down stairs he continued to run despite multiple warnings that he would be sot if he did so. if tis had been a short interaction where there wa only a few seconds then that would be fair enough however this whole incident lasted for awhile and as such I believe the individual failing to comply for such a long time would constitute NVL especially considering the times he was stationary and at close distance. I did send an OOC message however there was no reply

Hi i just wanted to reply as i am the one in the video. 

First I would like to apologies about not coming to discord I never seen the pop up idk if u never atted me or I just missed it. (Just spoke in discord never wanted to come across as I ignored)

So as I leave the first double doors and see You in the hospital I immediately turn and run and when behind the desk, on my end i never stopped i was just running u can even see me jump a little on ur screen. 

as I get to the elevator I was not not complying or ignoring u it  was just a matter of my pc being slow there that's why I'm just standing still.  

in legion I'm running a fair distance ahead of and I got someone speaking to me on radio shouting to me so its kind of hard to hear you until i get in the car.

I just wanted to clarify a couple things. Im sorry if You feel this was bad rp and i hope You have a good day

Good Evening,

Hope all is well, i was on the radio to the one being reported, 

to add a bit of context, we just shot and downed 3 police and we were waiting for them to get up onto their feet inside pillbox, i have grabbed one and drove off, as im driving off I'm telling the other party that I've got one and taking him somewhere to speak and interrogate him and see if he got the licence plate ect for my mates bike that he shot from. while on my way to the place where i was deciding to follow through with all this i heard my mate (joe) saying on the radio that feds were turning up at pillbox and he said he might get grabbed, while dealing with the officer ive got in zip ties I've been @ in ooc by the officer saying something irl has come up, so as im not one to cause a issue and stop someone from attending to everyday duties I've cut him out and let him do what he needs, after this im constantly pestering (joe) on the radio as hes mentioned a firearm officer has started following him, I've started heading towards pillbox where we were last and trying to recover him, while doing this i am non stop asking where he is on the radio in a high tone to get him attention. i highly believe this has effected (joe) to be able to hear the firearm officer saying to stop running or else. i was constantly on the radio to him from the second i left the officer to log off to attend to his irl issue all the way to where i saw him hop inside the hellion. i feel like ultimately this would of effected (joe's) ability to be able to hear the officer shouting at him as i was shouting at him on the radio trying to find where he was so i could pick him up and get him out of the situation.

Hello!
I've reviewed the evidence and comments provided and conclude that this is not a breach of the (G2.4) Value of life.
My reasoning for this is that @JosephConwayas @Avion Solarenteres the hospital is already moving, to add to this, Avion fires a shot at Joseph which reasonably would further increase Josephs's sense of urgency to ''Get out'' motivating him to keep moving.

As for the part by the elevator, it is very possible that Joseph had already ''pressed the button'' when he was tasered, causing it to seem as if he was standing still.
Once we're out on the street the distance he's managed to create for himself speaks for itself.
