Please (in detail) describe the incident: I was talking with my mate when this guy comes and run me over in high speed. My mates saw it and they chased him down. When they got to him up the street he disconnected.

As the rule only covers random cases of vehicular deathmatch, more context would be required for a fair judgement to be made. 
If you can, please supply a longer video, showing a few minutes prior to the situation, as per the 'Report a Player' guidelines.

No worries, i really cant be asked to do so atm as it was a while ago and didnt affect me seriously.
