What best describes this incident ?: NVL

Please (in detail) describe the incident: So with reference to this video it appears like im not speaking via the speech box not going yellow however I believe this a known bug and I am speaking. As seen int he video when "57" Refers to me as a "Fed" other people ingame have heard me aswell as on readio.

The Rule broken in question is "57" Michael mason committing NVL when aimed at by a pistol and fialing to comply with my commands warning him he will be shot however proceeeds to flee on foot.

To be completely honest Michael, no.. We have crossed paths multiple times and not exactly for the best.. my last few interactions with you have improved however this just negates it all. RP & Value of life is down and I see no other alternative to these things being remedied without proper punishment. This involves most people and gangs and not just yourself. So regarding resolvent which I have done with you in The past, that's going to be a no. 

 
Well that's up to you, but going to TeamSpeak would have resolved this I believe, so I will post my POV.

So I was chasing a unknown person telling him I wanted to speak, which you can clearly hear me trying to speak to him, I heard nothing back that's when the person pulled a gun and I ran, I heard nothing from Jay so my reaction that he had a gun told him not to shoot and ran to jump off the pier, I ran towards to water still not hearing anything. Going off Jays POV he says his speech box not going to yellow is a known bug, but when he does session head his number doesn't go red either, I believe Jay may have had VOIP issues meaning I couldn't hear his commands. If I would have hear Jay going of his own POV, I would have stopped straight away

The "Yellow Not speaking" thing was liek this all night for me and i played until 4am. People heard me fine. Your footage seems to be muted in parts, could u include the full unedited version. If you genuinely couldnt here me thats fine but everyone else last night could.

 
It is unedited, its not muted in parts. clip from game using medal and uploaded, don't know what else you want. You can see on my last report my medal doesn't record my GTA game sound just voices.

I know the yellow wasnt showing but neither was the red(when speaking) when you used session heads.

Anyway I've tried to take this to teamspeak but you refused. I've posted my POV, I will leave this upto staff

I received a dispatch about people dumping someone at the pier, arrived on scene UC and the rest is uncluded. I was speaking on radio fine and didnt relog that whole day and was heard fine by everyone. I was shouting in the video and had my push to talk pressed down. Michael can be seen responding to some of my words whilst he was chasing me and the majority of his video that he attached is clearly muted

9/10 I prefer to resolve stuff like this but its becoming more and more pertinent with gangs and police. Ive been in TS with Michael multiple times for other stuff and it never leads anywhere so id like to respectfully decline that offer and just proceed with the report, regardless of the outcome.

 
I would be happy to go teamspeak, myself I dont recall ever speaking to Jay Macs in TS regarding anytime to do with myself or my RP. with the video its not muted, as Jay should know since the new update with medal you cant mute or take sound away a clipped file without putting thru editing software, my clip is a straight upload from medal with no editing. 

 
Very well, although I do find your POV strange @MichaelMason(as there is no audio at all just your own voice, for future reference I would get this sorted or use a new recording software to avoid issues). I do not feel as though NVL has been broken here, it is 1 on 1 and he is at a reasonable distance to run for it. Additionally you were whispering when you first drew your firearm @Custard Cream NVL refers to having someone at a disadvantage or outnumbering them and in this situation I feel you have done neither. For this reason the report will be Declined

P.S. It's best to always attempt to solve the situations. Just because you feel there has been a rise in cases of this doesn't mean you shouldn't try and solve as the opposing party may have made a mistake by accident etc.
