I notice that you have intentionally failed to provide any context to this situation and you have also provided a three minute clip from a scenario that was much, much longer.

I choose to elaborate on this specific statement because you've left it vague to have staff believe that you had just walked to the Arcade for a simple, respectful chat which bluntly was not the case. Chippiones had, in the past few weeks, after shooting a member of Cutlass that was blacked out, and being informed that he was a member of Cutlass, decided to dump him in the water in an attempt to murder him and this member was later saved. Cutlass, outraged by this situation, decided to contact the Chippiones and made a demand for either monetary compensation, an apology or to have the member handed over that attempted to murder the member of Cutlass and none of the demands were ever met.
Fast forward to the day of this report, this scenario was the second interaction between Cutlass and Chippiones that day. The first had happened maybe thirty minutes prior to the Chippiones coming down to the Arcade in which Chippiones were downed and heated words were exchanged, which included threats from Kieffer that the hostility would continue and personal insults to multiple members of Cutlass by the Chippiones.
After Chippiones were taken to Pillbox from the first interaction, Kilo and Autumn bumped into Caz Milligan who they believed to have posted derogatory tweedles toward Autumn in the past which was verified by confirming his last name, and so he was shown a verbally aggressive attitude and ultimately drove toward the Arcade where two other Chippiones were stood outside.
The Chippiones were confronted on Cutlass turf where they asked for a car that they had lost from the first interaction. There was a general sarcastic tone, refusal to try and resolve the issues between the two groups, a lot of antagonistic jokes and mocking which escalated the situation. Caz, the one who returns to the conversation in the clip, was verbally threatened with being shot and repeatedly told to be quiet and leave the situation because all he had shown was disrespect, sarcasm and attempted to mock throughout the heated conversation which is why he originally walked away.
1:29 - Caz mocks Kilo by saying "Yeah, crazy." In a sarcasastic tone, as he had done multiple times in the conversation leading up to this point.
1:49 - Kieffer calls Kilo a liar to his face and then said that his fellow Cutlass member had "got smoked" and then tried to spin the narrative alongside Caz.
2:14 - Caz, who had previously been threatened with getting shot before the clip in the same situation, begins mocking me for the way that I said "dickhead."
2:16 - Caz is once again told to be quiet for his disrespect, as he was multiple times before the clip, and it's reiterated that it's all not a joke.
2:27 - Kieffer mocks Kilo by saying: "You've just been told to remove yourself" to Caz.
2:31 - Caz is shot for the disrespect and to send a message to the Chippiones.
2:40 - Kieffer is laughing, showing that they still take the situation as a joke and aren't seeing Cutlass as serious about it.
2:44 - Kieffer continues to laugh and make another mocking comment.
2:41 - Chippiones are told to take Caz and get off Cutlass turf.
2:46 - Chippiones are once again told to take Caz and leave the turf.
2:52 - Chippiones are told: "You try and kill my boy, I'll kill your boy." Referencing the fact they had previously tried to kill a Cutlass member and this was in retaliation as they decided to mock and laugh at Cutlass rather than take us seriously.
2:55 - Caz has no interest in roleplaying and decides to try and ruleplay the situation, failing to act any form of injury.
Chippiones turned up to Cutlass turf, showed disrespect, mocked Kilo on his own turf, understood that Cutlass were armed as we had a hostile interaction that resulted in a gunfight roughly thirty minutes before this had happened, essentially called Kilo a liar to his face, refused to leave when demanded to by Kilo, laughed in his face even after I had shot one of their members and generally took Cutlass for a joke.
The shooting was by no means random and the conversation was far from respectful, there's a lot of missing context and this conversation was far longer than three minutes in which it escalated multiple times. The tension was there, Chippiones understood the risk of what they were doing, and were sent a message for trying to make a mockery out of a gang member on his own turf after they had previously tried to murder his fellow member.
