I was ID 188 and will be responding on behalf of NSC for this situation.
As you can see at the start of the clip, we found a Grove member within a local red car at the car impound. We decided to hands him and he drove off, where we killed the individual shortly after. This is where you pull up outside the impound and question who is it by saying ,'this ballas?' in discord. From what I can gather, you are looking for a particular gang (which in turn would be us, NSC) and see where abouts we are.
From our POV, a blacked out individual on a bike pulled right outside the impound and looked like he was going to drive inside, possibly get involved. Since you were blacked out, we were unable to verify if you were or were not a Grove member, so one of our members decides to start driving towards you and this is where you drive off. In the clip you provided at around 11 seconds, you point a middle finger, but from Frank's POV it looks like you were pointing a gun backwards, looking like you were going to start shooting, hence this is why we thought you had a gun on you and Frank gave the call that you had a gun. You decided to drive off which led to us gaining suspicion that you were a Grove member yourself. If you had no involvement, you would've had no reason to start driving away and could've just stopped and verified it with us. We tried honking at you to grab your attention (heard in your clip) for you to then stop and us verify that you were not Grove. However this was not the case and we chased you down until your tires were shot out and you got off your bike. When you got off the bike, one of the members searches you and you can hear the confusion as he said, 'he doesn't have a gun' through the radio hence why we started shooting at you in the first place to remove the risk of you going to an advantage point and potentially gaining the opportunity to kill one of us. You had no reason to run from us if you were on your second character.
I would also like to mention the fact that you are on your SECOND character, whilst in a call with someone I believe to be a Grove member (Hunter). I also suspect you are screensharing your game to him from his reaction's in call. From what I can make up from your clip, you are going around the city on your SECOND character checking whether we are at certain spots or even around the city at all. At the start of your clip, you question if 'its ballas', unable to identify who the mass number of cars were, which makes me believe that you were looking for us and once you had identified where we were, you would tell the guy in the call and possible other Grove members that they would be safe to fly in at whatever location they last flew out. A member of our gang was able to translate what you were saying in German and it was along the lines of, 'they are following me' for which Hunter responds with 'who' and you respond with 'you can guess who', for which the Grove member in call instantly responds with 'NSC?'. At the start of the clip you question if its ballas, but his first thought is NSC? I would class this as METAGAMING since you are using OOC information to fly in safely and check if we are around the city. As you mention, you were on your NON-GROVE CHARACTER, which is another reason for you to go looking around the city and check whether the last place you personally flew out would be safe to fly back in, with less chance of us finding and grabbing you.
