Hello, let's have a look at this.
To be honest, there is no NVL rule break here. Granted, it's quite a risky thing what the officer did, but he's taking a chance, he is not clearly outnumbered nor at an obvious disadvantage. He is right in front of a manned police station, you are solo when holding him up, i say he had some good chances, he took them and failed, but that is just RP, no rulebreak here.
