What best describes this incident ?: A angry person blatantly breaking rules after being shot

Please (in detail) describe the incident: He got cocky to a gang so we run him from the road and put a bullet in his head. He then started talking after taking 2 bullets to the head and broke rp and and broke rule c1.2

@bigs3958The footage provided didnt show the individuals ID anywhere. Can you get a longer clip with it in it or a clip showing his ID?

 
I don't have footage because I don't have a key bind to see someone's id my friend was the one who told me his id
