I don´t quite understand. You are reporting someone because they picked you up in a car while you were helpless and injured on the ground? Please do elaborate.

he used an exploit to pick me up

he put car next me then i appeared in the car with out the game asking to be accepted

Alright. That is no exploit and perfectly fine to be done. Also, in future if you would like to report something, make sure you have video evidence of what happened and atleast 3-5 minutes before the rulebreak occured.
