Please (in detail) describe the incident: I go to jump on this guys bike and try to steal it while he is busy dealing drugs, but he uses some kind of exploit and cancels the animation so he can get back on the bike quickly and prevent me from doing it.

Thank you for your report. Please understand that as you were putting this report up, this person was seen to be doing exactly this exploit and was given a warning in game. As such, this has already been dealt with. We really do thank you for trying to help us keep the server clean, just so happened that I saw him at the same time you saw him.
