Please (in detail) describe the incident: Person got out of hospital bed and went around to everyone else that was downed in the hospital and took their Radios and Phone off of them without any actual RP taking place, just farming items off of everyone. Couldn't find a rule that fit this perfectly but didn't feel right or okay for them to be able to do this?

Hi Jay, Firstly I apologize that we couldn’t come to a resolution on the call we had earlier. I didn’t just run into hospital to steal phones and radios, I was being treated myself and saw an opportunity to hinder the police giving myself, my gang more time by taking these items to delay a call in, as there was a big situation between Police and us at 229. In my eyes I did not break any rules.

Hello, I have reviewed the footage and spoke to various staff members regarding this specific incident. 

Sean and the Ballas were in an RP scenario with the Police to where he and other Ballas were downed and needing medical assistance, as Sean gets up out of the bed he begans taking phones and radios off of downed police to hinder them when they get up from the bed and are forced to go to MRPS before they can call anything in which gives Sean and The Ballas that bit of extra time that he and his gang needs.

However, I will state that I'd like to see more RP from you @Furphywhen you are taking phones and radios from downed people, not just walking over to them, pressing a few keybinds and moving on.
