What best describes this incident ?: RDM

Please (in detail) describe the incident: I just switched to DSU after low activity with advanced driver calls and also fancying a bit of change with having a dog. So I go out on patrol and see a local car driving around like an idiot. Pulling over the vehicle, 130 said something about moving it to a parking lot, I did not fancy this and was in a safe pull over spot. He then drove off so a chase commenced. Pretty easy to keep up with the vehicle and he went inside a parking garage and then stopped and got out. I raised my panic recognising potential danger as I was calling out that I thought I saw him get out with something I was light up. While out and in of character I was slightly aware of the danger etc I would still argue there was little to no high quality roleplay from 130. 130 just got out and light me up, I have literally no idea who 130 is at any point during this, just that he is driving a local vehicle and wearing blacked out gear. He is not in identifiable gang colours or telling to piss of, leave him alone or your dead, even trying to rob me. Just out and dead.

Seeing this report has surprised me if I am being honest and I would much rather you try reach out to me in OOC if you felt this was RDM rather than going straight to the forums.
 
However, I will give my side of the story and why I don't believe this to be RDM. Once the car chase reached the car park and I stopped the vehicle to get out, yes, I had my gun drawn but if my intentions were to RDM you/KOS I would've taken the opportunity straight away and would not have waited for you to get out of the car. I stayed behind the car and used it as cover to work out what your next moves were. You had pressed your panic button and pulled out your firearm aiming it towards me. This to me indicated that you understood the potential dangers ahead of you, yet you still tried to challenge it on your own. Obviously you were not aware that I was armed with a police issued firearm, but the fact that you panicked and aimed your firearm in my direction put me in a "shoot or be shot" situation where I feared for my life. I would also like to add that if my intentions were to purely RDM, then I would have shot the office responding to your panic also.
 
I understand that from your perspective you may feel like any opportunity to roleplay was taken away from you, but perhaps approaching me with your firearm aimed at me was not the best way to go about the situation.
 
I also just want to reiterate that there was no attempt to resolve this matter OOC and I personally feel like you have been waiting for any angle to come at me on the forums due to our character story in game (the multiple arrests you have made against me and the robberies carried out).

For staff reference i did try and liase but was ignored. I still think in my eyes this is RDM, ill leave it for staff to decide at this stage.

If you did try to reach out I did not see this so apologies on that one. My game was lagging so I restarted it after the situation finished meaning my ID will have changed which is why I wasn't alerted to your OOC mention.
 
I am happy to leave this for staff to decide whether they believe this is RDM, but as mentioned I was put in a position where IC I feared for my life due to you instantly aiming your firearm at me with no comms.

Thank you for making this report. 

So @NB2SLAPPYI am wondering a few things about what you had said, 

You say you knew the officer hit his panic, do you only know this now after looking through the footage?
After looking over the clip provided by you, you couldn't see him panic inside the car during the night so I'm not sure how you would have known this at the time. 

You also say you weren't looking for a gunfight, however got out of the car with gun in hand? Yes the officer had his gun out and at first pointed in your direction but you were aware the officer was on the radio at the time that you shot him 

Either way, I'm sure you are aware that shooting someone while providing no roleplay is considered RDM. After being unbanned not even 3 months ago and a warning recently for RDM I don't understand why you'd put yourself in to this situation? Think if the shoe was on the other foot, would you be happy with the roleplay that had been provided?
