Not focusing on the money aspect as it is only 5k to rent a truck at the truck depot but more an addition to help with some of the chaos. If the money you pay for renting the truck was returned if you store the truck instead of dumping them in bays or all over the truck depot yard, this may entice people to actually put the trucks away and not dump them. Also save the police and admins a little hassle having to always clear trucks up.
