Remove ability to degrade people's cars

Brief Summary:

Proposal to remove the ability to remove upgrades from other people's cars

Detailed Suggestion:

Bit of a straight forward one really, I know that there's been a lot of complaints and a fair few people have been forced to drop 100 grand plus to replace upgrades that have been removed from their vehicles. Other people have the ability to steal an upgraded car and take it to a garage and remove the upgrades or return their status to stock, causing the owner to have to spend that money again to get back to where they were before. 

The Pros:

Not having to deal with reports and compo requests and unnecessary aggro of losing money and upgrades in your car

Being able to keep hold of what you spend your grind on

The Cons:

None I can think of

Does this suggestion change balance on the server ?
