Refueling for gas?

So I noticed now there is a wait time instead of instantly refueling. I also noticed people during this will drive off while its still refueling. Somewhat confused if this is a exploit or abusing a bug? Also a bounty hunter was able to apparently instantly refuel. But mainly I ask if its a rule to drive off while the vehicle is refueling.

It's allowed as it only appears for police! (I believe, unless Its been fixed hope I've been absent!)

its just an undocumented feature, a pointless progress bar. 
But im sure its on TBJs list of things to do when he gets around to it.
Personally id like the progress bar to work and have it for civs aswell as cops. Will make police chases a little more interesting.
