rebel server rules ??

I understand that is a strange topic to start some questions with however it was intended to catch peoples eyes as obviously the term rebel means 'wants to uprise and not follow any set rules' . 

So to my questions , As i am no longer just a peaceful lorry driver on the roads of altis but a fed up oppressed citizen of a government that is prepared to pay and finance an expensive militarised police force to subdue the citizens as they earn a meagre living by picking apples or scrapping salt and rock from the earth to feed their families while constantly in fear of being robbed of their hard days work by thiefs . As i have some ideas that i would like to try but want to be sure that i do not have to inform anyone first , ie i notice it says cities have to be declared to admins before assaulting ie Kavala , Would this cover other areas ? also can a rebal announce a no go area to police as a state of defiance ?

You could try and hold a town and declare it a zero police area but that has to be cleared with the admins first, and then the proactive team will just ruin your day with a full assault without any comms.

Also you only have to clear anything with the admins if it involves any of the major towns otherwise you could happily declar a no police area but I doubt they would take it very we.

yea they will just send in tear gas and it will be over within minutes... we need some sort of protection from it.
