Capturing the Rebel Outpost/Outpost puts your gang name on the map alerting others of your capture. I believe due to recent updates everything bought the gang who have captured the outpost get money into their gang funds when people buy stuff there.
In terms of capturing it, it's very simple go to the flag at the top of the Rebel Outpost or the one inside the base on the ground at the normal Outpost and scroll wheel and press Capture the process will begin.
