Lets keep this short and sweet. How and where do you get a rebel license? I've heard people say they can't get it at the rebel outpost so I'm not sure what I must do when I decide to get one

 
You do, you have to buy one at rebal outpost i think its 500k you have to have the money on hand also theres an atm there if u scrol down on the NPC

At the rebel outpost if you go into the tower there will be a NPC part way up. If you go up to him and scroll you will see the option to 'Buy Rebel License for 500k' you buy it and then it will give you access to weapons, clothing and general supplies (Down at the bottom of the tower you can get rebel vehicles) then you do whatever your rebel heart wants to do! (There is a ATM on the scroll wheel with the NPC inside the tower and a 'Garage' with the vehicle dealer)

I've looked in the tower and nothing. Could it be a glitch?

Could it be because I'm on server 3? I've been checking for close to 30 min now

 
Rebel outpost that's on the southern peninsula has a guy on the first floor at the top of the stairs just behind the door. The rebel outpost outside pyrgos has a guy on the second floor.
