Rebel License

Is the Rebel license the same as Rebel training or is it a separate thing I need to buy?

I believe it is the same thing. There is no alternative options to buy a license at a rebel outpost.

Really just the sound of the thing, Rebel Training makes more sense than a Rebel 'License'

I am unsure why its even in there as different names

We are undecided what we are going to do in terms of rebels / drug cartel / Gangsters / Blackmarket at the moment, as the community and server delvopments we will get to that

Rebel License, is a license which can be taken off of you from the police, whilst Rebel training is something that can't be taken off of you as you have learnt the trade.
