Description of what happened: Guy was picklocking my car ran after him lost him and then about 3 - 5 minutes later he shoots me without initiating any kind of RP. The video below make's it pretty clear unfortunately my voice did not record but his did so it's still clear to see the RDM.
 
What Rule Was Broken ?: Rule 3 - 3B - RDM
 
Have you tried to resolve with the player before posting?: I wrote in game telling him that was RDM, which is breaking the rules, I received no reply.

How was it not RDM? I was shot without a word being uttered. Also

well mate i did comply but i dont have any proof i said "you want to talk about it ?"

but i forgot to take it in picture and police were chasing me
