To add some Intel on this we had captured him and killed his friends when they resisted arrest from PCSO maratek who had employed us to help keep athira safe as PMCs. He tried to escape and he was shot. I believe this falls under new life rules. Please could you talk to elder boris about this so he doesn't do it again.

Was that Snipes in the car? What was he doing ejecting from it? Which one was Elder Boris? He was stationary, surely - it was Snipes that came to him, by the look of it. How can Boris have breached NLR, if you brought the fight to him?

I'm confused. More than a little. Your supporting comments don't even begin to fill in the gaps - none of the people you mention appear to even be in the video!
