What Rule Was Broken ?: Shooting in blue zone

Would like to report this player if this is indeed against the rules.
I stole a vehicle in Kavala, it was unlocked. It was located just outside the blue zone where the police station is. I flew it over the blue zone and landed outside the police station, in an attempt to return it. Just upon landing he opened fire on me immediately within the blue zone and killed me, without saying a word.
He then proceeded to use the direct chat text to make up accusations, stating that I threatened him, etc. This is untrue.
As far as I know (I'm still new) shooting within the blue zone is against server rules, so I would like an admin to take a look at this situation.
