RDM - CI Zin

Name of the person you are reporting (in-game name): CI Zin
 
Time & Date this happened: 14 July 2015, Around lunchtime, I wouldve reported him straight away but I couldnt find the video in my libary
 
Which Server did this happen on: Server 1
 
Description of what happened: There was a hobo stealing a police car by the post office in Kavala, once the player stole the SUV he decided to run [BG] Ethan and TI Peppie over. After this Ethan drew a pistol and told the player to exit the suv, which in turn the player decided to run them over again and Ethan killed the vdm'er. He then clearly holstered his weapon at 00:25 and walk around for a bit. Then 25 seconds later at 00:50 he CI Zin takes one lined up shot on Ethan and kills him while he is unarmed and no threat to anyone. As Zin was sniping he would clearly see that Ethan did not have a weapon out and that he had most probably only acted in self defence as there were other officers standing close by to Ethan. ( No compliance was issued)
 
I also have a video of CI Zin breaking police 3 minute rule later on the day ( http://plays.tv/video/55a52412365a2cec55 ) incase that also wants to be looked into
 
What Rule Was Broken ?: 3B) RDM - Random Death Match Definition:

 Shooting at someone without engaging in any form of quality role play (eg. Giving enough time for them to comply with your order) is considered RDM. (Punishment is a ban)
 
Have you tried to resolve with the player before posting?: Talked to him but didnt get to a conclusion

(This is almost a must! without this you have no solid evidence, If your report is about RDM then it must be a video leading upto the RDM and after)

Alright, I've looked at this video about 58 times........ CI Zin is no-where to be seen, and then kills a guy who's either not had a weapon, or it was holstered. 

Now, there does appear to be a few people de-syncing, however, at that range there is no ability to roleplay.

I also must point out the video recorders own mistakes, and it's only fair that the footage is viewed in an unbiased view.

I believe an RDM ban for CI Zin is needed in this instance as well as a rule;

4C) Using tilde key for anything other than identifying people who break rules  for  [BG] Raptor.

I'll get a non-associated admin to complete this.

I guess at this point you'll be thinking about the fact you posted it late:

 Yes I did use the tilde key, and honestly I cant really explain why I did it, I guess Its just curiosity or something. The whole situation at the time was a bit weird. There was a some questionable role play situations as well as a large group of vdm'ers going up and down the road smashing into stuff ( http://plays.tv/video/55a6abcaa936b24466 ). This just made me want to know who was there at the time, incase I had to bring it up later. But as always admins do have the final decisions and I will accept any choice they come to.

My point i see this gentlemen takeing the law in he's own hand Killing a civilian in a car after he was vdmed / stealing a car .. There was just before  this incident a major drugdeal going on aswell and several officers was on scen so there was no need for him To kill the civilian either ...

we talked on ts after this and after a while we revived the downed guy and     Let him go since he can not just kill a civilian for vdm he need to contact a ingame admin if a civilian multipel time vdm'så him over and over 

in my perspektive he was a imidiate treat To life and i shot him 

its very sad and unclear since raptor was not the man who got shot or even was the man i talked To afterwords and explained my point off wiev and we sorted it 

now you report me anyway and useing Tilde key

I Will not start a forum war but this is just bullshit.. What is the point talking To ppl and be friendly afterwords when he's friend just trying To get ppl banned 

sad is the right Word for this really

Mistakes were made both sides, police were in the area but it took 1 further away to actually deal with the situation, priorities need addressing. As for tilde key usage, you use it to identify rule breakers. Not potential or suspected. I'd throw this report out due to late posting and those not involved making the report. I'll also point out all we here is teamspeak, we don't see the incident. Again another admin can chose to continue this, but as I said, mistakes were made both sides.

 
i dont have a record on the scen , 

only thing that disturbs me pretty much is that you shot a guy that steal a police car not even yours.  and say "I was continuously ran over by a hobo in a police car" you get ran over once when he trying to leave the scen then straight away shot him = treat to life

but i can see your point and i understand it , but we have been spoken on TS about it aswell and we revived you and let you go since the situation was little confusing but still ends upp here,  and that pissed me off

I can confirm that the VDMér was driving over people when we asked him to step out of the car he was still driving people over then ethan shot him in the head. After ethan shot the guy we are just staying there  for 30  then CI ziN decided to shoot ethan in the head with no issued compliance and ethan had no gun out. And i also can confirm that there was a firefight with drug runners but that was already over all the officers already left. so in my eyes it was RDM by CI ziN because he shot him out of no where with no issued compliance. If someone want to talk about this you can contact me.

(sorry my english is not that good i know)
