if there are less than 5 cops online you get 50 percent. The market is also flexible based on the amount that has been sold that restart so its possible that a lot of weed was sold before yours and you got  a lot less for it as the price for it went down.

To put it simply the different drugs dealers all have different sell percentages (Kavala drug dealer has the highest percentage) also having 5 or more cops online will increase the sell price as well.
