Questions about mugging

1. If me and a partner hold up two people outside of their car (with rifles), make them take their clothes off and then let them drive away after telling them that they are not allowed to return, are we allowed to kill them if they return? In addition, are they allowed to return and kill us? What extra rules apply to these situations if either is allowed (e.g. how long must we wait before firing at them, how close must they be before we can declare that they have returned)?

2. If me and a partner hold up one person (telling them to "put their hands up") with both of us having guns trained at one unarmed person, are they allowed to run away after 15 seconds? (During this time they have not put their hands up) If so, how long do they have before they must put their hands up and are we allowed to attempt to kill them as they are running away?

Both situations happened to me recently. In the 2nd situation, the person mentioned something about a "3 to 1" rule but I haven't seen/heard of this rule and want clarification since similar situations often occur when mugging people and I'm unclear on the specifics of the situation.

are we allowed to kill them if they return?
I would have given them one more warning before shooting them, And be 100% is them in the car

are they allowed to return and kill us?
If you leave the area were you been robbed I do belive you are not involved but not 100% sure

ow long must we wait before firing at them, how close must they be before we can declare that they have returned)?
So if you lose sight of your enemies you gota re iniatiated/ When iniating you need to add roleplay to it like

'' Hello buddy can you do me a favor and just drop thoes sweet clothing because I really need them for my son, and if you dont comply I will have to use this Sweet MXM on you? ( give them 2 secs) Ok buddy again can you drop your clothing? ( give them 2 more secs )  This is your last warning to drop these clothing other wise I would have to unleash my MXM. ''

So you cannot shoot instantly you gota initiat

1. It depends on the QUALITY of roleplay delivered by you and your friends. If they return after 30 minutes and are killed, that's pretty poor, however if it is a SHORT timeframe it's fair enough. There is no set rule and it's all circumstancial and at your own discretion (however and admin might think otherwise, so play sensibly)

if they return and start shooting you without roleplay then I'd say that's pretty shit

2. Why specifically 15 seconds?? They can run away at any point provided it's good roleplay (and not failRP(no value of life)) . It's all about discretion, don't get too panicky about the rules, just think 'is this allowed?' Before doing it.

the 3 to 1 rule is a police rule and therefore only applies to the police.

Thank you both for your answers. The general gist from both answers is that I should value "roleplay over ruleplay" (a rule from another RP community I have played on). I hesitated in both situations because I wasn't 100% clear of whether I would be in the wrong or not depending on what action I took.

From what I understand, in the first scenario we should have fired a warning shot or two (we were 100% it was them in the car). They were driving around within a 200m radius for a good 10 minutes before they eventually decided to drive back up to us and kill us (without any roleplay I might add). We didn't lose sight of them so no re-initiation would have been required. In retrospect I would have fired 2 warning shots, given them roughly 20 seconds of time to leave the area then started firing at them with intent to kill. If they came back within 15 minutes then I would try to kill them too. My friend actually suggested firing at them with intent to kill but I hesitated since I wasn't sure on whether it would have been acceptable in the eyes of an administrator.

With regards to the 2nd situation, the person we held up didn't roleplay running away at all but judging by his response to my OOC messages I don't think he had any bad intentions and it appeared we were both not perfectly clear on the rules applying to the situation. In retrospect I would have shot at him intending to kill as soon as he started running away as he failed to value his life whilst being held at gunpoint.

In my opinion the person(s) that we were mugging in both situations roleplayed the situation to such a weak standard that a report would have likely ended up in action against them. I have video evidence of both situations but they were over 24 hours ago and the first one could have been avoided if I had taken a different course of action whilst the second one seemed to be a genuine misunderstanding. In the future I'll use sensible judgement in questionable situations like these.
