1. If me and a partner hold up two people outside of their car (with rifles), make them take their clothes off and then let them drive away after telling them that they are not allowed to return, are we allowed to kill them if they return? In addition, are they allowed to return and kill us? What extra rules apply to these situations if either is allowed (e.g. how long must we wait before firing at them, how close must they be before we can declare that they have returned)?
2. If me and a partner hold up one person (telling them to "put their hands up") with both of us having guns trained at one unarmed person, are they allowed to run away after 15 seconds? (During this time they have not put their hands up) If so, how long do they have before they must put their hands up and are we allowed to attempt to kill them as they are running away?
Both situations happened to me recently. In the 2nd situation, the person mentioned something about a "3 to 1" rule but I haven't seen/heard of this rule and want clarification since similar situations often occur when mugging people and I'm unclear on the specifics of the situation.
