Why is it sometimes when the servers restart server 2 takes like 45 minutes to come back online even though server 1 is full?

Server 2 is a overflow server only

If Server 1 stays full at this time we will bring server 2 online until there are enough slots in server 1.

Always try to join server 1 first.
