If you run up to a car with a gun in your hands and tell them to get out and put their hands in the air and that you have multiple people around, yet, They start running away. Does that mean you can start shooting at them?

Not strictly a status update but common sense is a rule as well. We both know that this is referring to. No warning point this time, but don't do it again, it's not useful.
