Property Break In Error

I receive the message Property break in error - this property cannot be broken into at the moment!

What does this mean? When does this message happen?

Usually this comes up if the person is not online. Try 'knocking on the door' first before you break in. If it says no one is home then the property cant be broken into.

It's intended to only show the break in option of they are online - But as George said, it probably means they are offline and the option has bugged and showed up anyway.

The actual reason is, they are online but it's either a police officer or medic. You are not able to rob their houses while online as anything other than a civilian.
