At level 1 you get access to the club which has a gun store for pistols, a shop where you can buy breaching charges and code breakers, a clothes shop where you can buy the suit and Modular helmet (AAF helmet/old unmc) and the place has a spawn point and garage

Domes are prestige 5? Bought mine at prestige level 3.

You get a £500 increase in your pay check per level as well.

What do you do with domes/how do you get them and where

What do you do with domes/how do you get them and where 

You get them by reaching the appropriate prestige level, which I believe to be 3 although it may have changed to 5. You find them on the map and buy them, although I believe there are only about 4 and they have all been bought.

If new ones come available by being added in, they cost 2.9 mill each and have 4000 storage. They function like any other property.
