Possible scam or new community?

So earlier today I got sent a message through Steam by someone named 'Selods' who claimed to have started a new Altis Life community. He attached a website link with an IP and everything, however I'm a bit sceptical with these things. Here is the message he sent:

Selods: Hey, we have started a new Altis Life Community, and we are looking for players COPS EMS, CIVS etc.
We have our own website - ForumModeratorJamz  + If you are intressted i can give you cop without whitelisting or a
pplying since server is new. Server ip ForumModeratorJamz and port is ForumModeratorJamz

Obviously I'm not suggesting anyone click on the link or anything, I was just wondering if anyone had any knowledge of this 'server' or if we should avoid it?

Ignore the links - block the person that sent it you incase it it dodgy. (unless they're a trusted friend)

Please, even if you're only trying to get advice, do not paste IP's/Links/ etc.... on these forums... if that website was bad, lots of people on here could click it being curious and become infected.
