The minimum rank a police officer needs to be is a PC or higher in order to be taken hostage! Taking a CSO/PCSO hostage is a bannable offense however, as they are still in training and the hostagetaking is against rule 9.1.7

"(7.1.2) When taking hostages this must be roleplayed to a very high quality please note if taking police hostage CSO's & PCSO's cannot be taken hostage."

When the rules change, you read the changes? That is pretty simple. I hope that is what everyone does..
