Are police allowed to play as a civilian and abuse side channel?

We dont tip off other officers iff that's what you are asking. whhen im on as a pto, i usually just help people who dont know the controls while im training police

"Police" were playing as a civilian, and he was driving with "Another police" who was playing as a police.

While the Civilian Police was using side channel.

I would say that is abusing side channel etc..

If you use side chat to effect in-game actions it's meta gaming. However, if you are dumb enough to tell everyone what you're doing in side chat along with what criminal activities you're doing or planning, then expect bad things to happen.
