Brief Summary :
Currently Police can check PNC for where cars are parked.
I believe this should be changed

Detailed Suggestion :
So the current aspect of police finding and impounding vehicles seems too easy, they can look at the PNC, find where the vehicle is stored and impound and proceed with a scrap request, this in itself seems a bit ridiculous against criminals, First most crims wouldn't allow to see where they park their cars espcially if they committed a crime in said vehicle. 

Police should have to find or see where these cars are being parked, register the information and then be able to impound the vehicles, not only is this more realistic but give criminals the ability to not be caught out with such ease. End of the day I know that if I comitted a crime i'd be careful in parking it in some area where it's not been seen.

I feel like this change will give criminals a better chance of keeping their hard earned items. However, it would also give another purpose the police drone operators , NPAS and even RPU or CID
Pros :

More realistic approach to how crims store the vehicles, 
Gives police more rp and scenarios to go into

Could potentionally make it harder for police to find cars that should be scrapped

The "Public" carparks are shown as there government carparks and the police work for the government. There is still many ways for you to hide a vehicle which you might not know about. -1

Maybe city hall and a couple others should be government run, i agree that the rest should be like private parking NCP or some shit.

I know police will downvote this to death, but i agree with OP.  It is far too easy for police to find and scrap atm.  I know gang members can use their parking but non gang members dont have this option.

Non gang members can also hide their vehicles, there is still other ways for it to show up as "Unknown" on the PNC

 
About 30% of all cars we can't find so never get our hands on, Also bear in mind we only get 1 server restart to find every car we are looking for(on that warrant). once the server goes that warrant is marked as complete and we very rarely resubmit them. as James stated there are loads of ways for everyone to hide their vehicles from us. and people do it very well all of the time, if you have 500k of overdue tickets and make 0 effort to hide your assets you deserve to lose it. Even then if you're quick off of the mark you can normally save your cars from the heap by paying the tickets, getting a solicitor etc.

 
If you want to risk parking the vehicle you just used in a shootout (or whatever causes it to be scrapped) in one of them, that's a risk you take. It's public for a reason - private parkings do exist.

Most criminals wouldn't use their own cars AFAIK. If you use a car registered to you and commit crime in front of Police or get caught via members of the public, you undertake the risk should you not hide it sufficiently (Yes, you can hide it).

Again, if you're silly enough to be caught out, that's a risk you take every time you're not prepared to commit crime.

Not true but that's for your character(s) to figure out within roleplay.

There are ways you can hide a car, I've witnessed it on both sides as Crim & Cop & other routes you can take within roleplay regarding car scrapping, but that's for your character(s) to figure out.

can we put a clamp on them aswell then?
a warrant normally takes 3 or so days(from what i've seen) to be approved/declined, if police needs to mark down the location and hope the owner doesn't move it within them making the warrant and it being approved, they might aswell not make the warrant.
sure it's more realistic for 90% of the public parking areas to be privately owned by a business, sadly not how it works in city, and i do believe given the possibility to make your car "hidden" at certain places is a nice middle ground rather than going one way or another on the spectrum with it

 
+1 from me for the basic idea of it. I haven't personally had cars scrapped but can understand how annoying it must be. I'm sure there was a new system introduced in relation to wrapping recently which should help with the unfair scrapping.

From a balance perspective, which may upset those who currently know how to hide their cars (I dont), instead of unknown on PNC it might be interesting to have a "last seen" section that would be filled in by whatever Speed Camera last seen that vehicle.

This would give police more to investigate when looking for a specific vehicle by checking parking meters the last known location. Criminals wanting to hide their vehicles would need to be smarter about where they are going to park and what routes to take to avoid cameras.
