Police hanging around illegal harvesting, processing and selling areas

Today i was harvesting weed in Altis, the police came and took my truck, guns and £50,000 from my bank. 

Then with my friend we went to process some, and the cops were just sat there, waiting for us...

This shouldn't be right, can i have a reply that can describe the rules to do with the cops & camping

We are only allowed to have darters following us, or hovering over a situation, we cannot use it to camp.
