in what sitsuation police officers can use police carrier rig, when I was a police you had permission to use it only when there was some kind of operations, hostage ops, bank job etc. Because I see some police officers wearing that rig when they are on normal patrol

AR may wear them at all times, other officers may wear them only during an operation.

It wont save you your life, the police vest was by far the most OP vest in the game. It has the best resistance in the game, in combination with being very light!

Even tho the weight doesn't matter on this server.

Special units (AR) may use the vest on normal patrol, so may higher ups (SGT+ i do believe) and if cop count is low normally during late ngihts or early hours, permission from higher ups will permit officers to use them, until a stable amount of officers come online.
