Planet coaster issues- failed startup

When I start the game steam says syncing then just doesnt load game. I tried opening the game from its origin folder and this appears. https://gyazo.com/0b02dc6c0631f4cd90f24d985df03e97

When I tried to update my windows or cc+ it never fully installs any ideas?

Anybody had this issue before?

1. have you solved the issue yet ?
   
2. did you try re-installing the game ?
