Permission to disable Chicken Man messages

If a gang member does not have permission to speak to the Chicken Man, they still receive text messages from him along with everyone else in the F6

It would be nice to be able to restrict it to ranks so you can add more structure to your group rather than everyone having access to it. 

If this was to be implemented it could be a own permission or just restricted when you don't have the permission to contact him.




Pros: More structure and secrecy.

Cons: Can't think of any tbh.

In reality this seems to be an oversight of the original code, plus this made me notice the frequency announcements also send to people who don't have permission to view the frequency so ​
