Permanent Ban Appeals

So, this is merely a question I am asking out of curiosity. A while back when I looked on unban appeals, I saw that community manager FFG dealt with permanent ban appeals. My question is why do community managers no longer deal with permanent appeals?

It is not a requirement for only Community managers to do perm appeals anymore. More people can handle with them now.
