Tanoa for me is more stable than altis fps wise. Tanoa devs have put some time to low LOD textures and the new system how the migration from low to high lod works really makes tanoa run quite smooth. Ofcourse it helps alot for potato users that you are not required to keep your view distance so high as in altis.

Try to experiment with different graphic settings. Arma is a tricky game. You might get better fps results with higher graphic settings than with low ones. But i know for fact that lowering viewdistance and objective placement range will help alot your computers hard-drive if you dont have ssd and makes the game run alot smoother.
