You have 2 choices when it comes to clearing a bounty with the Police,
Option 1: Explain it to an officer and they can talk to you about it nice and calmly over a cup of RPG tips and a crumpet
Or alternately,
Option 2: You can do it the other way like most people and get ready to avoid dropping the slippery soap in some nice long jail time. That's not the only long thing you'll be facing either while you're in there.
The choice is your's but I know which one I would choose as an civilian and it is definitely not the second option

i just run with my bounty till i'm caught (not likely) or die and restart over trying to get 2mil bounty

A long amount of painful torture for the criminal to enjoy while the Police watch from the towers and laugh. Molag's idea isn't the best as eventually you will get caught and punished harshly and appropriately or you'll be lucky and die before then leaving no trace of your previous criminality which would suck for us as we like to see rebels cry with fear
