Owning police vehicles?

 I recently saw this bidding thread and was wondering how you obtain police vehicles? could someone explain the process? thanks 

Update: Figured it out, need the car jacker skill and then take the vehicle to the scrapyard

After a recent update, you now have the option to 'steal' vehicles. This can be done by taking any stolen vehicle to the scrap yard and selecting the steal option (you will need to have the 'Car Jacker' skill). 

This also works for two police vehicles, The Hunter and The Prowler. To get one, you will need to steal it from the police and take it to the scrap yard. They're quite difficult to get hold of as you will either have to fight an Armed Response unit or just get very lucky and find one unguarded.
