Do outposts pay into gang accounts?

How do you withdraw from gang accounts other then just spending at stores,Or is the gang account like a debit card,Deposit money so you don't have to always have so much cash on hand?

Yes, And no, you cannot withdraw it, you can only spend it. You dont need to have cash on hand while spending it, but i am unsure if it can be uased at every store.
