Dear Generals,

My name is 0-7 I represent Eastern Europe at our council. I'm writing to you today to question new policies and current affairs that is currently ongoing.

From the Agents and Researchers I've spoken too, they seen to believe they have a good relationship with the UNMC, which brings me to my first question. After a recent move by SCP-594 to within UNMC borders, our Agents and Researchers have informed us of taxation/border charges, which have raised some alarms.

Firstly, this is the first time we have heard of this, even though we have been a supporter of the UNMC with trade and support from an early onset, so why there's now a charge is baffling to us, but along with the coinciding move of SCP-594 to your land, it has brought up concerns that you are using SCP-594 for your very own personal gain, and if that is found to be the case then we will take action to secure and even destroy the anomalie.

My second question is regarding the current affairs with The Crown and Guerrilla groups. We have had Agents shot at while within your lands, and even threatened at the very border checkpoint that YOU should be patrolling. Adding to the fact you were able to secure military hardware in the form of a UH-80, we feel that you are putting yourselfs in a risky situation and affecting the security of the territory that you control, this may force us to withdraw our facilities and support from your borders in search of a safer more secure location on Altis.

I'd like some reassuring answers regarding these points, also for the purpose of this documentation I have given clearance for you see our documentation on SCP-594 found behind this letter.

Dear,0-7 Due to recent Installments of Local Private "Business" Relocating to within UNMC Borders,This has forced us to apply a Tax & Import fee to hel balance out the operating cost we suffer when providing protection for civilian assets inside our territories,Attached is a link regarding the subject from General Khandimir.On the subject of border security,Most of this intel is classified but i can assure you UNMC personal  are working hard to restore & keep Order within our Land,But the peace is constantly disrupted by Criminal organizations with no regard to our Cause or the saftey of the people,A situation we have under control i assure you.The safety of the Altis People is our first priority.

Dear Mr Wolfe,

While I do admire your helpfulness in pointing me right direction my previous letter still stands, While I understand that funding must be given from somewhere, the fact that you claim it goes into protecting the civilian population I must admit is far from the truth. Though we are friendly with the UNMC, we do keep an eye on them, it seems that their funding has gone into acquiring assets such as armoured cars and mounting 50 caliber machine-guns onto offroads. Plus to add that these assets were used to capture military hardware rather than protecting your population to us, shows how much you're concerned with civilian security at the moment. 

While I understand you also have to have a stable economy, as does everyone, we are The Foundation do operate beyond most normal international and domestic laws. With this current taxation, all of our assets, all of our work and most importantly all of our equipment that we move will be charged a fee? I do fear that this will cost us greatly, in an ever expanding problem here on Altis with the multiple deadly and dangerous anomalies that are present, our funding cannot and will not be directed towards paying for access to a location we have worked hard for and secured. 

If this remains the case, I will have no choice but to order the withdrawal of my staff and the destruction of the facility.

Upon Receiving your letter,I can only reccomend contacting UNMC High Command directly and speak to them on the matter,as they have the authority to reveal anymore information,It grieves me that you think we don't care,The weapons you speak of are a needed evil to counter the Recent Formed Police Task Force designed to operate against UNMC Targets,To continue protecting & securing our land will require further High Grade military Weapons & Hardware,We must use what we can to oppose the Current regime.As I stated earlier in my reply,Contact UNMC High Command,We take care of Loyalty.This will be my Final Reply &will pass on received intel to High Command.
