... that its acceptable to send messages over the cell phone with the prefix OOC (outside of chat - original meaning) and not be banned for breaking rp. Is this true?

 
Phone is in character, the rules only say something about going out of character in direct, typed chat, indicated by //. Since it is clearly meant as OOC, and hard to be confused for in character, it can still be disruptive to someones rp experience.. Tough call really, but I would say it isn't allowed. <-- thats speaking as a player, it is NOT a final call of any sort regarding a rule =P

Ok good to know. Never used it myself and therefore asked here before opening up myself for a potential ban. I picklocked someones zip ties and then the officer kept asking how he got out of the cuffs. Wanted to tell him that I helped the guy before he would report for glitching.

Exceptions: OOC (Out of Character) information is allowed. Such as telling someone how to put their hands on their head. Example: Tell them hands up, then if they do not, type the following in the chat: “//Press Shift J in order to raise your hands.” (// Signifies Out of Character)

Just use // it says so in the rules ;)

I meant to respond that one of the situations I have heard you can use it is as an RP device - you can contact people you can't directly communication with to RP with them.

With the police, our procedure is to text a pilot when he is breaking the noise limit and let him know that he is doing just that. (RPly, we aren't TEXTING him, he's getting an alert over his radio from NPAS to bugger off.)

If your situation is something akin to that, then it is definitely permissible, but it says in the rules that you should make all attempts to keep OOC chat to OOC applications. (Forums, TS3, steam etc.)
