Offices and Cargo HQ

Please can someone explain to me, how and what these two things are used for, cost and where to get them.

Offices: Can be bought and act as a gang base - Windows key on the property to bring up the buy and management window

Cargo HQ: Acts as a large storage facility to my knowledge, windows key it similiar to a office or house. However these are rarer to find
