Why can the NHS Heal up to 75% while the Police can heal up to 100%?

Did you had First aid on your inventary?  It's possibile you used them to treat yourself instead of the medickit (which heal to 100)

It has to do with the Arma roles we have, Police can heal to 100% since they are combat medic roles which have the ability to use the medikit to heal people within Arma where else the NHS has the role of Officers which can only use First Aid Kits to heal and they only heal to 75%. Back when we were combat medic roles we could heal to 100% even if we did not have a First Aid Kits on us.
