New to game. How to report?

I'm new so am still struggling with some mechankcs although I've read the rules, I understand them and I'm having fun for the most part. 

However I keep being stopped and shot / robbed by people with lacking rp. For example. Pulling in front of me, pulling gun out and simply stating get out you've got five seconds, then shooting me on four and a half. One nmsc guy (I had no idea who they where until after he killed me) said 'stop get out' whilst aiming a gun at me, I had a full truck of copper so I thought fuck that I said "with a gun, I don't think so' and carried on driving without slowing down(I had a big truck) he immediately opened fire on me and gave chase eventually killing me. (in fairness he did call an ambulance and repair my truck but then lied to the medics and his team mates about the situation.

What warrants reporting and what doesn't. As these two prime example seem to be excessive force with little to no rp?? Also how do I do about this?

First off welcome to the community!!! Now there is alot of rules given, the main rules that are reported are RDM, VDM, Poor RP, Combat logging. Now if someone walks upto you and shoots you without saying anything that would be reportable i.e RDM. Now within a situation video proof would be required for us to determine what rule was broken and how we would then deal with such rule break. 

Going into making a report I will link some information regarding the report a player and the forum to fill out. It maybe worth while looking over the reports already actioned to get a better idea for most of them. I will put out there before hand with the open reports never comment on them unless you are involved :) If you have any more questions please feel free to ask!

Anything that breaks the rules is fair to report. Although asking them on TS or in side channel for clarification after can help solve misunderstandings and mistakes.

You can always quickly ask for their side of the story. Sometimes when you initiate the other side simply doesn't hear it. Personally I only ask what's up if I am sure it's a clear rule break that I have solid evidence for, reporting for every minor thing or every fight you lose will only annoy people!

Hi Peanutcat. Yes I don't wasn't to be a stickle and report everything, I've been stopped a few times and had good rp these two things I mentioned above are simply a bit blunt and seem to be lacking rp to me.
